We have had 36 different commissioners who have served an average of eight years on the Board of the Light Department.

In addition to Messrs. Frank F. Waters, Myron P. Swallow and George H. Bixby, Messrs. Henry K. Richards and John H. Robbins served on the initial committee to form the Light Department
