EXTENSION OF UNDERGROUND
ELECTRIC LINES AND SPECIFICATIONS
General
These specifications were prepared
by the Groton Electric Light Department in support of
Section 4420 of the "Rules and Regulations Governing
The Subdivision of Land" adopted September I, 1983
by the Town of Groton Planning Board which specify that
utilities will be placed underground in all new subdivisions.
Design
The final design and layout of cables
and equipment will be at the sole discretion of the
Groton Electric Light Department.
Temporary Service
It is the responsibility of the Developer or other persons
desiring service to provide their own facilities for
temporary power, both for construction and for start
up in areas that are not public ways.
Should the Developer or other persons
so desire, the Groton Electric Light Department will
install a temporary overhead system by random construction
within the development area, and remove same when no
longer required. The cost of installing and removing
shall be paid by the Developer or other persons so desiring
such service, including the cost of any lost materials
such as anchors and guy wires. No charge wi11 be made
for materia1s which are salvaged and are in such a condition
that they can be returned to the Groton Electric Light
Department's stock.
The Groton Electric Light Department
will furnish to the Developer or other persons an estimate
of the cost of the work to be done for temporary service,
and the Developer or other persons will be required
to deposit that amount with the Groton Electric Light
Department in advance of construct ion. The Developer
or other persons wi11 be billed for all work against
the deposit, and any amount above or below the estimate
and deposit will be adjusted at the time of final billing.
Permanent Facilities
The Groton Electric Light Department
will purchase and install all materials and equipment
needed for all primary and secondary connections at
the transformer locations and riser poles. As outlined
in "Calculation of Cost" all other labor and
materials will be the responsibility of the Developer
or the persons requesting service.
Meter locations will determined by
the Groton Electric Light Department and will be located
at an easily accessible point on the outside of the
structure or at the transformer location.
It is the intent of these Policies
that all lines and equipment, that are located in the
street area, shall become the property of the Groton
Electric Light Department, except for the secondary
cable that directly services a structure, this secondary
cable shall remain the property of the person or persons
requiring service to that structure or property. The
meter shall at all times remain the property of the
Groton Electric Light Department.
Calculations of Cost
Cost for all construction will be calculated
using the Groton Electric Light Department's current
billing policies at the time of billing. Invoice prices
and current wage rates will be used in all calculations
except in the case of poles which will be billed at
the Department's standard rate in effect at the time
of billing.
The customer or Developer will be responsible
for the installation and payment of the following materials
and labor:
1) Transformer foundations (42"
CD well tile and concrete pad installed per G.E.L.D.);
2) 4" steel conduit under all paved areas and road
crossings (or concrete encased PVC); 3) Schedule 40
PVC in all other locations, 4"; 4) All riser pole
material 4" steel Sweep and first 10' in steel
pipe, plus PVC); 5) Spare conduit if required by G.E.L.D.;
6) All trenching and back filling(42" deep); 7)
Buried cable warning tape (12" below surface);
8) All sand for bedding of conduits if required by soil
conditions; 9) Primary cable runs (cable per G.E.L.D.
specs); 10) Secondary cable runs from transformer to
pull box or structure as required; 11) All pad-mounted
transformers; 12) All switch gear and foundations for
same; 13) All line protection devices; 14) Riser poles
if required; 15) Extension of three phase lines to area
if required by G.E.L.D.; 16) All labor for the installation
of the material; 17) Costs associated with any outside
engineering if required; and 18) Any blasting that may
be required.
Easements and Rights
of Way
The Customer or Developer shall provide
prior to the start of construction all requested Easements
and Rights of Way. Samples of these documents may be
requested from the Groton Electric Light Department
office.
Clearing of Rights of
Way
Clearing of trees and brush for the
purpose of installing electric lines is the responsibility
of the Customer or Developer. All work associated with
the clearing and clean up is the responsibility of the
Customer or Developer. Consult the Groton Electric Light
Department for specifications.
Payment of Cost
An amount equal to the total estimated
cost, which is to be borne by the party desiring electrical
service, shall be put on deposit with the Groton Electric
Light Department prior to construction being started.
This will be returned or credited to the final bill
as the case may be upon the completion of all work.
Questions
All questions regarding the above policies
shall be directed to the Groton Electric Light Department
Manager or in her absence the Line Foreman.
Other Considerations
The Customer, as soon as practical
after receiving Planning Board approval, shall furnish
the Groton Electric Light Department a copy of the approved
plans so that design of the system may be started.  |
