The Groton Electric Light Department prepared these policies and specifications so that persons requiring or desiring the installation of overhead power lines can work in consort with the Groton Electric Light Department from the same guidelines.
Design
The final design and layout of poles, lines and equipment will be at the sole discretion of the Groton Electric Light Department.
Temporary Service
It is the responsibility of the Developer or other persons desiring service to provide their own facilities for temporary power, both for construction and for start up in areas that are not public ways. No temporary service will be more than fifty feet from the last power service.
Should the Developer or other person so desire, the Groton Electric Light Department will install a temporary overhead system by random construction within the development area, and remove same when no longer required, The cost of installing and removing shall be paid by the Developer or other person so desiring such service, including the cost of any lost materials such as anchors and guy wires. No charge wi11 be made for materials that are salvaged and are in a condition that they can be returned to the Groton Electric Light Department’ s stock.
The Groton Electric Light Department will furnish to the Developer or other person an estimate of the cost of the work to be done for temporary service, and the Developer or other person wi11 be required to deposit that amount with the Groton Electric Light Department in advance of construction. The Developer or other person wi11 be bi11ed for all work against this deposit and any amount above or below the estimate and deposit will be adjusted at the time of the final billing.
Permanent Facilities
The Groton Electric Light Department wi11 purchase and install all materials and equipment needed for the extension of the primary and secondary overhead distribution system.
The customer’s service entrance cable, meter socket, and all wiring beyond the meter socket will be the responsibility of the persons doing the construction work on any structure.
Meter locations will be determined by the Groton Electric Light Department and will be located at an easily accessible point on the outside of the structure.
It is the intent of these policies that all lines and equipment on the line side of the service entrance cable shall become the property of the Groton Electric Light Department and that all lines and equipment on the load side of the service entrance cable except for the meter itself shall become the property of the customer.
Calculation of Cost
Cost for all construction will be calculated using Groton Electric Light’s current billing policies at the time of billing. Invoice prices and current wage rates will be used in all calculations except in the case of poles, which will be billed at the department’s standard rate in effect at the time of billing.
The customer will be responsible for payment of the following materials and labor:
1)All poles; 2) All stub poles and push braces; 3) Primary lines; 4) Secondary cables; 5) Anchors; 6) Any blasting for poles or anchors; 7) Guys; 8) Line protection devices; 9) Three phase transformer banks above 75 KVA; 10) Single phase transformers above 25 kVa; 11) Associated hardware for above items; 12) All connection fees in place at time of billing; 13) Any outside engineering costs incurred by G.E.L.D.; 14) Materials to extend three phase power if needed; and 15) A11 labor associated with the above items.
Easements and Rights of Way
The customer will provide prior to the start of construction all requested Easements and Rights of Way. Samples of these documents may be requested from the Groton Electric Light Department office.
Clearing of Rights of Way
Clearing of trees and brush for the purpose of installing electric lines is the responsibility of the customer. All work associated with the clearing and clean up is the responsibility of the Customer. Consult the Groton Electric light Department for specifications.
Payment of Cost
An amount equal to the total estimated cost, which is to be borne by the party desiring electrical service, shall be put on deposit with the Groton Electric Light Department prior to construction being started. This will be returned or credited to the final bill as the case may be upon the completion of all work.
Questions
All questions regarding the above policies shall be directed to the Groton Electric Light Department Manager or in her absence the Line Foreman.
Other Considerations
The customer, as soon as practical after receiving Planning Board approval, shall furnish to the Groton Electric Light Department a copy of the approved plans so that design of the system may be started.

These specifications were prepared by the Groton Electric Light Department in support of Section 4420 of the “Rules and Regulations Governing The Subdivision of Land” adopted September I, 1983 by the Town of Groton Planning Board which specify that utilities will be placed underground in all new subdivisions.

It is the intent of these Policies that all lines and equipment, that are located in the street area, shall become the property of the Groton Electric Light Department, except for the secondary cable that directly services a structure, this secondary cable shall remain the property of the person or persons requiring service to that structure or property. The meter shall at all times remain the property of the Groton Electric Light Department.

1) Transformer foundations (42″ CD well tile and concrete pad installed per G.E.L.D.); 2) 4″ steel conduit under all paved areas and road crossings (or concrete encased PVC); 3) Schedule 40 PVC in all other locations, 4″; 4) All riser pole material 4″ steel Sweep and first 10′ in steel pipe, plus PVC); 5) Spare conduit if required by G.E.L.D.; 6) All trenching and back filling(42″ deep); 7) Buried cable warning tape (12″ below surface); 8) All sand for bedding of conduits if required by soil conditions; 9) Primary cable runs (cable per G.E.L.D. specs); 10) Secondary cable runs from transformer to pull box or structure as required; 11) All pad-mounted transformers; 12) All switch gear and foundations for same; 13) All line protection devices; 14) Riser poles if required; 15) Extension of three phase lines to area if required by G.E.L.D.; 16) All labor for the installation of the material; 17) Costs associated with any outside engineering if required; and 18) Any blasting that may be required.

Street Lighting Policies
Street Lighting Policies
General
The Groton Electric Light Department prepared these policies and specifications so that persons requiring or desiring the installation of street lighting in a residential or commercial development can work in consort with the Groton Electric Light Department from the same guidelines.
Approval
Approval of any and all street lighting must be by the Town of Groton Board of Selectmen.
Design and Layout
All design and layout of street lighting will be done by the persons requiring or desiring street lighting. The Groton Electric Light Department will review all plans for conformance to the following criteria:
Luminare
100 watt High Pressure Sodium type fixture with photo control. Receptacle, unit and control will operate at 120 volts. American ITT Catalog No. 113-57012-DJ or equal.
Mast Arm
Strong six foot tapered elliptical mast arm, with 2′ N.P.S. slipfitter.
Stanchion
Spun aluminum stanchion- 25 foot mounting height Hapco Catalog No. 21-295 or equal.
Base
Poured concrete 36″ deep by 18″ diameter. Anchor bolts to be set with template. Base to be level with final grade. A 2″ conduit sweep must be imbedded in concrete to allow electric cables to enter base of stanchion from a depth of 18″.
Conduit
All conduit for electrical cables shall be 2′ schedule 40 PVC.
Spacing
One stanchion shall be placed at every street intersection of cul-de-sac circle. Stanchions shall be placed at intervals of not more than 240 feet. Stanchions shall be placed at equal distances in anyone section and all sections will be spaced as near as possible to the same distances.
Commercial, Industrial and Multifamily Policies
Commercial Industrial and Multifamily Policies
In developments which do not come under the Town of Groton Subdivision Regulations, the practice of running overhead lines wi11 be continued (see overhead line extension policies). In developments that are subject to the Subdivision Regulations, the extension and construction of underground power distribution lines will be the same as for any other underground development.
Transformers shall be placed as close as possible to the buildings that are to be served.
The developer shall furnish and install all equipment as in the policy for the extension of underground lines.
All area lighting shall be the responsibility of the developer, building owner or occupant of the buildings. Street lighting will be subject to the same policies as stated in the Groton Electric Light Department’s policy on street lighting.
